What we know so far

We are closing off our live coverage of the aftermath of terrorist attacks in Spain which have left 14 people dead and more than 100 people injured.

Islamic State have claimed responsibility for the twin attacks in Barcelona and the coastal town of Cambrils, 120km away, though their involvement has not been verified. Police believe an earlier house explosion in Alcanar, 200km from Barcelona, is linked to the attacks.

A vehicle ploughed into a crowd of pedestrians on the famous Las Ramblas boulevard in Barcelona, killing and injuring people and leading to scenes of chaos and panic.

Some eight hours after the Barcelona attack, an Audi A3 car hit pedestrians in the resort town of Cambrils, 120 kilometres to the south. Police shot dead five suspects in the vehicle: Moussa Oukabir, 17, El Houssaine Abouyaaqoub, 19, Said Aallaa, 19, Omar Hychami, 21, and Mohamed Hychami, 24.

Police initially believed that one of the five men killed was the driver responsible for the earlier attack in Barcelona, who fled the scene. But police chief Josep Lluis Trapero said he could not confirm the Barcelona driver was one of five men killed and that this theory was losing strength.

Police said in total seven suspects had been killed and four more arrested. A search is underway for suspect Younes Abouyaaqoub, and British agencies are assisting in an international manhunt for the 22 year-old.

Julian Cadman, a seven year-old with dual Australian and British nationality, is still missing after being separated from his mother when she was injured in the Barcelona.

Among the dead and injured are people from 34 countries including France, Pakistan, Spain, the Netherlands, China, Venezuela, Mauritania, Australia, Britain and the United States.

Images have emerged which purportedly show the man believed to be responsible for driving a van into pedestrians in Barcelona.

Released by El Pais newspaper, they claim to show Younes Abouyaaqoub in La Boqueria market seconds after the attack.

Other developments include:

  • The death toll from the attack has risen from 14 to 15
  • Police say the latest victim is a man found stabbed in a car two hours after the Las Ramblas atrocity
  • They believe the car was used by one of the attackers to flee the scene of the Barcelona attack
  • Among those killed in the twin vehicle attacks in Barcelona and Cambrils was seven-year-old dual British-Australian national Julian Cadman
  • Some 34 nationalities were among those wounded in the attacks

A second suspect in the Spain terror attacks has been released without charge.

Earlier this week, two men were formally charged with murder over the deadly attacks in Barcelona and Cambrils – which left 15 people and more than 120 wounded.

Mohamed Houli Chemlal, 21, and Driss Oukabir, 28, were part of a group of four arrested in the wake of last Thursday’s rampages.

They were charged on Tuesday.

A third suspect, Mohamed Aalla, was released by a judge who ruled the evidence against him was too week.

The judge allowed authorities an additional 72 hours to question the fourth individual, Sahl El Karib, who owned a cybercafe in Ripoll.

But he has since been freed.

The selection of effective handgun ammunition for law enforcement is a critical and complex issue. It is critical because of that which is at stake when an officer is required to use his handgun to protect his
own life or that of another. It is complex because of the target, a human being, is amazingly endurable and capable of sustaining phenomenal punishment while persisting in a determined course of action. The issue is made even more complex by the dearth of credible research and the wealth of uninformed opinion regarding what is commonly referred to as “stopping power”.

In reality, few people have conducted relevant research in this area, and fewer still have produced credible information that is useful for law enforcement agencies in making informed decisions.

This article brings together what is believed to be the most credible information regarding wound ballistics. It cuts through the haze and confusion, and provides common-sense, scientifically supportable, principles by which the effectiveness of law enforcement ammunition may be measured. It is written clearly and concisely. The content is credible and practical. The information contained in this article is not offered as the final word on wound ballistics. It is, however, an important contribution to what should be an ongoing discussion of this most important of issues.

Brass Fetcher Ballistic Testing

Rising from the ashes of the Miami Shootout of 1986, the FBI Ammunition testing standard started with the goal of giving law enforcement planners the information that they needed to make informed decisions about the terminal ballistics of defensive handgun ammunition. Consisting of six target materials, the ‘FBI Protocol’ as it is also called requires a bullet to pass through each of 5 different tactical barriers and evaluates the capacity of said bullet to deliver a fatal wound to an attacker in each corresponding tactical scenario. Ammunition that scores highly in this scoring system can be regarded as an excellent choice for Concealed Carry and Home Defense as well as Law Enforcement use.

To be considered for civilian personal defense and Law Enforcement duty, a handgun bullet is shot 5 times through each of the following barriers: a bare ballistic gelatin block, a ballistic gelatin block covered in heavy winter clothing, two pieces of 20-gauge sheet steel (simulating the thinnest part of a car door) and then ballistic gelatin, wallboard and gelatin, plywood and gelatin and laminated car windshield backed by ballistic gelatin. The penetration depths in gelatin of each of the 30 bullets are then measured, the bullets are pulled from the gelatin and are then measured for expansion and retained weight. All of this data is entered into a spreadsheet which applies the appropriate weighting factors to the data. Penetration depths between 14.0-16.0 inches in the gelatin blocks are rewarded while under-penetration and penetration over 18.0″ are penalized. Given that the FBI Protocol came to be due to an otherwise fatal hit that failed to stop one of the Miami shooters, due to under-penetration, bullets that penetrate less than 12.0″ are penalized heavily. All shots are taken from handguns at a distance of 10 feet.
